Job Responsibilities/Duties
Responsibilities include support to ensure the creation, development, review and validation of Baseline Change Requests within the Tank Farm Projects and Maintenance organizations are performed in compliance with WRPS processes and procedures. Other areas of responsibility include overall project analysis including Estimate and Complete (EAC) development, schedule health metrics, float/milestone management, schedule accountability and recovery initiatives and what-if scenario development.Work will be performed per applicable DOE and WRPS orders, standards, procedures and guidelines using established DOE and industry methodologies and techniques. Reviews work for completeness as required by project specifications and scope definition.Baseline Change Control responsibilities include but not limited to the following:* BCR Checklist Development - Develop and Submit BCR Checklists for the Project. Attend BCR Checklist Meeting and be able to discuss potential BCRs.* Cost Estimating Input Sheets (CEIS) - Ensure creation and validation of CEIS sheets in CostPlan for all BCR's.* Ensure creation & support the development, review, and validation of P6 schedules in support of BCR's* Run Cost Compare reports for all organizations BCR's thru COBRA to validate all COBRA cost data including Resources, quantities, org codes, subtask description, work task, et cetera.* Support the development review of Project WBS and OBS Structures, WBS Dictionaries,* Ensure creation and validation of BCR Form Narrative* Internal Project Reviews - Responsible for overseeing the Projects monthly BCR Review and Concurrences* BCR Review Boards - Present and defend all BCR's for the Projects at BCR Review Board* BCR Implementation Validation- Validate that all monthly changes for the Project have been made and communicate status to Project TeamsProject Analysis Responsibilities include but not limited to the following:* EAC Reviews - Support/Develop an Independent EAC Analysis on the Project monthly.* FTE Analysis - Support/Develop an Independent FTE Analysis on the Project monthly.* Specialty Assessments - Provide support/lead Specialty Assessments on the Project as needed* What if's - Support the development of all Project "What If" ScenariosSchedule Health data responsibilities which in include:* Acumen Fuse Reports generated for Field Projects * Metric Improvement - I.E - validation of duration and logic* P6 Schedule code cleanup - required coding and validation as well as global code cleanup* Float/Milestone Management - TPA, PBI, CD, and company milestone tracking* Schedule recovery, validation/review of Forecast BCWP* Additional Metrics and other Daily/Weekly/Monthly Deliverables to support the project and IPMRRemaining responsibilities include:* Comply with policies and procedures.* Ensure ISMS Principles are incorporated into organization's activities.* Demonstrate commitment a company's Vision and its core values.* Accountability for safety based on the principle of no injuries to anyone.* Make customers and their needs a primary focus.* Accept stretch assignments for personal development.* Set challenging goals for personal and group accomplishment.* Displays the aptitude and ability to support the development, implementation and maintenance of effective cost control programs. * Prepares revised cost forecast for select accounts.* Works hands on with earned value monitoring.* Evaluates manpower, labor hour, and labor cost requirements versus budget limitations including preparation of variance analysis. * Compares actual cost to funding limitations. Prepares expenditure forecasts to identify critical points in project funding. * Understands the manner in which profits on projects are budgeted and the extent to which the budget value is achieved. * Demonstrated knowledge of cost/schedule integration and critical path analysis and other scheduling concepts. * Participates in and may lead project cost review meetings. * Ability to identify and assist in analysis of project schedule variances. Identifies and analyzes schedule variances and recommends associated corrective action. * Updates and produces scheduling management reports. * Assists in the development and maintenance of WBS and helps insure that project coding is effectively used for all systems. * Ability to develop Critical Path Method (CPM) schedule logic for engineering, procurement, construction, and operations. * Ability to resource load schedule and perform remedial schedule risk analysis. * Responsible for assembling data for schedule updating. * Familiar with construction contracting and the scheduling implications of contract terms. * Knowledgeable of scope control and change management and has demonstrated ability to incorporate directed changes into schedule baseline. * Knowledgeable in Earned Value methodology. * Assumes responsibility for elements of the baseline schedule and associated maintenance. * Requires daily time-critical interface with Control Account Managers, senior management, and peers on diverse issues and projects.* Ability to communicate in a positive and professional manner is a requisite.
Required Qualifications
BA/BS degree in Business, Construction Management, or related field and 7 or more years related experience or an equivalent combination of education and experience. Must have experience in Primavera (P6) scheduling software.
Desired Qualifications
Ability to deliver business results, schedule complex environmental projects, and be part of a healthy, empowering organization. Should be knowledgeable and have experience with Hanford's accelerated clean-up baseline, TPA, and environmental regulatory issues and requirements. This includes detailed and proficient use of both cost and schedule control tools and EVMS criteria in a DOE environment. Understanding and knowledge of all aspects of Project Control scope, services, deliverables, customer needs, tools/systems, and processes and requirements. Understanding and knowledge of material procurements. Presentation experience is preferred. Prior project controls experience supporting Hanford DOE projects. Previous Baseline Change Control experience with Cobra, Primavera P6, Acumen Fuse, Costplan, TFPM, HANDI, and HPIC. Advanced certifications such as Earned Value Professional is also highly preferred. Ability to communicate in a positive and professional manner.
