**General Description**
The incumbent will be responsible for the management and oversight of accomplishing systems and product objectives for AT&T; and T-Mobile mobile accounts. This role will coordinate with Samsung HQ to provide management activities on internal initiatives. The incumbent will work closely with operators, product development teams, and R&D; engineers to evaluate LTE, WCDMA, IMS subscriber products and mobile technology systems through their entire life cycle. The Systems Engineering Manager will provide expert advice; coaching and counseling as well as develop and manage the Systems Engineering staff for the overall effectiveness of their function. Essential Duties and Responsibilities:
* Develop and manage systems and products in conjunction with the business owners and other related departments
* Develop a team of skilled systems engineers with judgement to apply and scale systems engineering processes to serve the company across a diverse set of mobile products and mobile technology
* Develop and manage budgets, charters and timelines and attain signoff from all key stakeholders including R&D;, QA, third party test teams, and accredited vendor labs
* Verify with cross-functional management, the resources needed to meet product objectives
* Define and continuously improve systems engineering processes and their value to internal and external customers including AT&T;, T-Mobile, and 3GPP requirements decomposition, analysis, development, verification, and maintenance of systems
* Maintain constant communication between various work stream leaders and address issues as they arise
* Anticipate potential high risk project steps and heighten awareness of the product status to the product team and executives
* Makes decisions within guidelines and policies
* Is accountable for the contributions of the systems engineering team for AT&T; and T-Mobile accounts
* Develop and implement respective departmental strategies and evaluate respective department performance and individual team members' performance for improvement
**Necessary Skills / Attributes**
* Bachelor's Degree in engineering, CS or similar field with 10-14 years of directly related experience is required.
* Prior experience with product management/systems engineering required.
* Prior management experience required.
* Familiarity with product management methodologies and systems engineering required.
* Ability to clearly communicate with multiple levels of the organization required.
* Prior experience in the telecommunications industry preferred including strong knowledge/experience of GSM/CDMA/ WCDMA/LTE and IMS features.
* Proficient in MS Office products including Word, PowerPoint and Excel.
* Develop and maintain excellent working relationships with all assigned levels with the customer and within and outside the company.
* Plan, organize, and prioritize multiple complex assignments and products.
* Read and interpret detailed and complex customer requirements.
* Demonstrated competency in both oral and written communication modes for both internal and external personnel at various levels.
* Work independently and in a team environment in order to achieve personal and team goals and complete assignments within established time frames.
* Demonstrated excellence in time management skills and follow up to ensure meeting on time deliverables.
* The ability to accept tasks and problems/situations that differ and require creativity to search for solutions among learned consequences.
* Only broad and general guidelines exist for solving problems.
* The ability to utilize implied knowledge of task alternatives and to make spontaneous decisions using past experience and the guidance of successful experiences of others.
* Demonstrated ability to interact with senior levels within the organization and within external contacts.
