DSHS Financial Services Specialist

Economic Services Administration (ESA) is seeking Financial Services Specialist (FSS) at our Community Services Division (CSD) in Richland. As a FSS you will provide direct customer service on the phone and/or in person for all customers. You will determine eligibility and re-eligibility for all public assistance programs by independently conducting interviews, obtaining and reviewing information from clients, third parties and CSD's information systems. You will make final eligibility decisions based on the information obtained. This opportunity for Financial Services Specialist (FSS) will be filled as a FSS 3, FSS2 or FSS 1 based on qualifications. All levels of experience are encouraged to apply.
**You'll have the opportunity to:**
* Conduct intensive interviews to determine eligibility and re-eligibility for all public assistance programs
* Answer all questions regarding benefits or available services
* Receive, review necessary data, documentation and verification for federal and state assistance as it relates to the person's specific circumstance
* Identify discrepancies and obtain clarifying data through inquiries, correspondence and interviews
* Establish overpayments and underpayments
* Read and interpret the Washington Administrative Code and procedural manuals
* Refer clients to mandatory and optional services and to other agencies
* Ensure that limited English proficiency customers receive properly translated forms and letters and that they receive translation service from certified contracted translators
**Here's what we're looking for:**
* Excellent communication skills, both verbal and in writing with the ability to speak to diverse audiences
* Experienced with complex technical regulations and procedures, and analyze complex situations
* Ability to use a personal computer and utilize various computer applications
* Demonstrated ability to prioritize and perform multiple tasks in the same timeframe, handle interruptions appropriately, and complete work within deadlines
* Able to adapt to a variety of situations
* Ability to read and interpret the Washington Administrative Code and procedural manuals to assist in the determination of eligibility
**Who should apply?**
This is an In-Training opportunity for Financial Services Specialist 1, 2, or 3. These openings can be filled as a Financial Service Specialist 3 or be filled as an in training to develop the required skills within this specialized field. Upon successful completion of the in-training plan, you will progressively advance to the goal of the FSS 3. All levels of experience are encouraged to apply.
* Professionals with a Bachelor's degree
* Experience examining/processing loan applications, medical insurance or rehabilitation claims, unemployment insurance claims, or in a customer service job where the major duties involve public contact, or a job providing staff support in financial eligibility determination will substitute, year for year, for education
* One year of equivalent out-of-state experience conducting financial eligibility determination for public assistance to include financial, medical and food stamp programs
